Position Summary:
Reporting to the CEO, the Health Director’s will oversee the management of the overall day-to-day health program operations, planning, development, and implementation strategies for IRTC’s Health Advisory Board, and Health Programs and Services. The Health Director will support and collaborate with all health programs in each of the affiliated and independent communities in the IRTC region, IRTC’s Health Advisory Board, programs & staff, and other specialized service providers to assure the successful achievement of IRTC’s vision, mission, and program objectives.
The Health Director will become a part of IRTC’s Senior Management Team and provide the leadership and health expertise. This position will promote individual and First Nation health by providing the essential health services and programs, ensures compliance with a broad range of current health codes, regulations and policies, manage the health department’s work plan activities, deliverables and performance of health services staff, along with providing advice, support, advocacy, and expertise in the areas such as Public Health Services, Jordon’s Principle, Brighter Futures, Community Wellness, and other projects as they arise. The Health Director will provide the mentoring, supervision, management, and assistance to its team leads in these departments.
Key Responsibilities:
The Health Director’s responsibility is to ensure the highest standards in programming and delivery are maintained while performing duties in the following areas:
• Provide leadership and direction to planning, organizing, implementing, maintaining, and evaluating culturally relevant and safe health and wellness programs and services. Conduct this in a manner that is respectful of diversity, and in alignment with the culture and traditions of the communities served.
• Develops, coordinates, and oversees the management and implementation of IRTC’s Health Services Programs, Health Advisory Board initiatives and Regional Health Projects.
• Ensure health emergency management, preparedness planning and/or pandemic planning is in place and well communicated for the communities served.
• Lead the Health Services team leads to ensure reporting, program activities and deliverables are achieved as according to IRTC’s strategies, funding agreements, priorities, and timelines.
• Responsible for operational plans and budget forecasts/monitoring/reviews for the Health Services Department.
• Prepares funding applications, health reports, manages the allocation of operating budgets and use of funds, prepares, and submit reports, negotiation with suppliers/contractors/funders etc. and represents IRTC with CEO in dealing with funding partners and program renewals.
• Identifies opportunities to promote and enhance Health Services program activities, develop materials and resources, prepare, and deliver presentations.
• Assist in the development and implementation of relevant health training programs.
• Advocate for IRTC’s First Nations / Health Advisory Board in the delivery of health care services to ensure quality programs are delivered within the communities.
• Ensure respected program delivery standards and practices are adhered to required legislations, codes, and agreements.
• Assess and monitor current processes/practices to ensure consistent, efficient, and improved programs delivery.
• Assist IRTC’s communities with the development and revision of health services policies and manuals.
• Preparation of correspondence, emails, memo’s, debrief notes, reports, literature, program updates (monthly, quarterly, and annual reports).
• Attend and present resources/information at meetings, assemblies, and other forums as requested.
• Ensures the CEO and Health Advisory Board is kept up to date on health programs through the preparation and delivery of monthly reports, and when immediately required.
• Responsible for the supervision of health services department staff in accomplishing the business activities and priorities.
• Complete staff performance evaluations, determines and address performance issues for assigned supervised staff.
• Create a supportive and accountable team environment through regular team meetings, building activities, information, teaching, and training, coaching, and mentoring necessary for the conduct of their assigned duties.
• Provide staff orientation to newly hired health department team leads.
• Oversee the conducted health research; assemble, analyze, and compile data/statistics and other information to formulate/support policy and/or program development, and to support funding opportunities for new and existing programs/projects.
• Prepares funding proposals, renewals and concept papers for consideration while working alongside with the CEO, Senior Management Team, Health Advisory Board, and First Nation Leadership.
• Assumes a professional role for delivering innovative solutions and change to ensure capacity for programs continuance.
• Determines appropriate resources required to fulfill program operational requirements.
• Participate with IRTC’s Senior Management Team meetings to ensure integration of Health Services priorities into the organization’s strategic planning and the delivery of health services programs.
• Create, implement, evaluate, and monitor First Nation-based community health and wellness plans, including both existing and emerging health and wellness needs, incorporating input from community, and other health system professionals.
• Represent IRTC as directed by the CEO and Health Advisory Board on various committee groups.
• Work collaboratively with other First Nations, other health care agencies, and service providers to ensure adequate community-based health services are developed and supported.
Qualifications
Education Requirements
A University degree / College diploma in a related health discipline such as social work, social services, business, health sciences, or an equivalent combination of education, training, and work experience.
Professional Designation/Training
Health professional designation/certification training.
Valid Class driver’s license and access to a personal vehicle.
Previous Experience
5 years of senior level management experience, preferably within a First Nation environment. Experienced in supervisory, health program, financial management, and coordination activities. Experienced working with First Nations’ communities.
Knowledge, Abilities, Skills, and Characteristics
• Knowledge of program management principles, practices, techniques, and tools.
• Knowledge of the health and wellness challenges, and opportunities specific to the communities served.
• Knowledgeable of the social determinants of health, e.g., health services, housing, food security, education, social safety network, well-ness plan etc.
• Knowledge of the health services, structures, legislation, regulations and processes regarding First Nations health and wellness in Manitoba, including on- and off-reserve jurisdiction issues and decisions.
• Knowledge and understanding of Indigenous culture, protocols and traditions, and the impact of colonization on the health and well-being of Indigenous individuals and families.
• Knowledge of trends, health problems, and social and economic conditions that adversely affects the health and wellbeing of First Nations populations.
• Self-motivated, able to multi-task, detailed oriented, work independently, excellent interpersonal and leadership skills, and team oriented.
• Ability to manage workloads, set priorities, meets deadlines, work under pressure and adaptable to change.
• Excellent proficiency in the use of Microsoft Office, Word, Excel, PowerPoint, Access, and Databases.
• Fluency in Salteaux/Cree/Ojibway is an asset.
• Must have a valid Manitoba driver’s license, and access to a vehicle is required.
• Criminal Record Check and Child Abuse Registry Check are to be submitted.
• Must be flexible and able to travel on short-notice/upon request/ on-call basis locally and throughout the region to various communities
